For years, global mobility (GM) professionals have expressed a clear desire to move beyond the administrative, reactive model that has traditionally defined their role. They want to influence global talent decisions, shape policy, and deliver greater strategic value to their organisations.

However, data from ECA’s long-running Managing Mobility Survey reveals a persistent gap between ambition and reality. In 2016, nearly half of GM teams predicted they would become predominantly strategic within five years. By 2021, only 10% had achieved that shift. While the 2025 data shows progress rising to 19%, it's clear that the transformation is happening more slowly than expected. So what’s holding things back?
